Yeah it's pretty bad, but it is also mildly amusing due to how ridiculous it is. Not one I'd ever watch again though.

I wouldn’t say it’s bad, it’s supposed to be funny and it works. If you’re a kid you’ll just see it as an old Batman movie but as an adult you get the humor. It’s definitely intentional.

Every line of dialogue is inane, and every story point is absurd. It shouldn't work. It's too kitsch for its own good, but it does work and it's as fun now as it was half a century ago.
