Dawn of the Planet of the Apes just because the story was better.

Legacy is terrible, Dawn by miles
Two sequels that are a pretty big departure from their predecessors. To put it simply, Dawn of the Planet of the Apes did it better. While very different from the first film, it advanced the story in a very effective way, with Caesar being a strong anchor. The Bourne Legacy didn't have its lead to rely on anymore and you feel it during the entire runtime. Maybe they were trying to build to something, but taken on its own merits, Legacy is a very disjointed film that feels like a massive step down from what came before, while Dawn elevates both Apes installments
