Ah, here's a good matchup. Twister is a stupid movie, but it is stupid in the best way possible. Speed is one of the quintessential action flicks of the 1990s, but it is rather stupid in its own right. Still, I give it the edge here because its premise is so damn cool.

That's right, Jan de Bont directed two of my favorite movies of the '90s. Twister IS in fact a lot more dumb, so it loses for that, but I could watch either of these any time.
