Damn, imagine if TTSS had alien conspiracies *shudders*. Actually I rather enjoyed The X-Files film, though I acknowledge that it was basically a lite version of the series. TTSS was too heavy for me to really appreciate it fully for what it was, but it was still a handsomely shot film with excellent performances and a splendidly British cast. Whilst I enoyed The X-Files film, it didn't leave as much to the imagination as TTSS for me to come and rewatch, so I'd definitely rewatch TTSS first.
