Mann should work with Pacino more often. I believe The Insider is Mann's best ever, so this one isn't hard.

These two films are Michael Mann's best, which is saying a lot. Both are brilliant in nearly every aspect and succeed to be absolutely gripping despite having a long runtime. I personally prefer Heat, but The Insider is close behind and just as great.
