Both share that comic noir style, have casts of colorful characters and have Danny Elfman's score to project a dark mood, it really is a tie up for who I have as favorite. When push comes to shove, "Batman Returns" comes out victorious based on its more interesting lead, delectably drearier settings and ends on a much starker note than "Dick Tracy", which I prefer a smidgen more.
