Some similarities, but Blue Velvet suffers from inadequate acting, an improbable plot and a loud, stupid villain, whereas Silence is a masterpiece.

The storytelling in Blue Velvet is way too sloppy (particularly in its second half) for it to even belong in the same conversation as a masterwork like The Silence of the Lambs.
