Woah. Anchorman is the one that paved the way for this type of comedy, but The Hangover is definitely a classic. I'll go with Anchorman purely because of the fact that it was before it's time.

Anchorman is funnier.
Two of the funniest films I have ever seen. Anchorman is slightly funnier.

Two of the least funny "comedies" I've ever seen. I laugh more at my 3 year old nephew's potty humor.

I don't rate Anchorman as highly as so many other people do. I much prefer the Hangover.
Two very solid comedy's. But Anchorman remains one of my favorites.

Ron and the Channel 4 News Team would slaughter the wolf-pack in a battle of comedy. Anchorman is the winner.
