Yeah Winter Soldier wasn't great by any means, but it definitely beats the second Iron Man.
The Winter Soldier doesn't suffer from sequel-itis like Iron Man 2. Both of these series had strong opening movies, but Cap actually improves is second time around.
Easy win for Cap 2.

Now here is a good match up. The 2nd Iron Man movie vs. the 2nd Cap. movie. While Iron Man is my favorite out of the Avengers I'll have to go with The Winter Soldier. I felt there is more a steak in it then in Iron Man 2. Tony Stark was just looking out for himself mostly. Plus the threat in the 2nd Captain America film was a lot higher.

Winter Soldier is a pure classic. Iron Man 2 actually gets better with age. Remarkable performances looking back even if the plot and action are extremely light.

Captain America clearly delivered the best "number two" movie but Cap also has the best trilogy the genre has produced so that's not a knock against Iron Man.
