Both two Disney films are overrated vs. underrated, but I'm going to go with Frozen. Ichabod and Mr. Toad is kinda crap. Otherwise, the animation of the Mr. Toad segment is not as good as The Black Cauldron or The Aristocats. So, Frozen wins! The most powerful Disney movie ever!

I have to go with Ichabod and Mr. Toad for the Sleepy Hollow portion. It was one of my favorites as a kid and was actually pretty scary. Frozen is overrated imo.
