I'll be honest with you, I'm gonna have to go with Birds of Prey. It's not that Birds of Prey is good, it's that RoS is that bad.
Birds of prey is something of rewatch fun but rise of skywalker is generally the worst Star Wars film of the saga.

I actually do like both of them, Rise of Skywalker is my favorite of the new trilogy, but Birds of Prey is much better.

I think Birds of Prey is underrated in terms of people thinking it's a "SJW' movie due to it's marketing when it's far from that, but I wouldn't call it a good movie either. The Rise of Skywalker is extremely underrated and I'll take it over Episode I or II or Solo anyday
