Christopher Reeve notwithstanding, I have to go with "Doomsday" here.

The only thing that prevents Superman III and IV from being COMPLETELY unwatchable is the great Christopher Reeve. That is why Superman Returns is my least favorite. Back to topic, Doomsday wins but it also has almost no re-watchability for me.

Doomsday is the more competent film.
