This is actually almost impossible for me. And I want it to be clear that both of these are about our modern world and comment on our modern politics and socio-economic issues. Watchmen should not be dismissd as a comic book movie. These are actually two of the best films in recent memory for me.
Zero Dark Thirty is in my opinion good, not great. Watchmen on the other hand, is a film I love.

Zero Dark Thirty is in my opinion the better Film I found the Watchmen to be one of the best adaptions of all time but it lacked a resonance for me

Don't love either. Both had their moments where I was impressed. I'll go Watchmen.
