These are both about preventing a terrorist attack in New York. I liked Costner in Jack Ryan, but Clooney and Kidman were a better pair than Knightley and Pine. Plus, Branagh wasn't a very scary villain. The climactic chase in The Peacemaker was more tense by far. Jack Ryan really didn't try anything new. And Knightley was doing the American accent thing, which I find jarring.
