Mulholland Dr is too weird, but Inland Empire is too long. Weirdness always wins when compared to extra length.

Ok, yeah, Inland Empire is really long. In fact, it's an ordeal - but what a great payoff when you finally get to the end! However, Mulholland Dr. is an absolute masterpiece, so this decision isn't too hard.
No contest. I am a David Lynch fan, but I couldn't begin to make any sense out of Inland Empire and it was way too long. Mulholland Dr. is weird, but with repeated viewings it all ties together.
