There are parts of On the Town I like a lot, but also a lot that just drag. Holiday Inn is pretty delightful all the way through.

Holiday Inn is the better movie, although On the Town has the better female cast, and no blackface (unquestionably the most unfortunate section of Holiday Inn).

Switching my vote to On the Town. On top of everything else, the characters in Holiday Inn are just sorta nasty.
