Tough but Howl

Not even close for me. Whisper of the Heart dominates. Howl's Moving Castle wasn't bad, but I didn't understand a thing in that movie. I also kinda felt bored watching it, and I was kinda just wanting it to be over, which says something considering how much I love Studio Ghibli. Whisper of the Heart however, is the complete opposite. I don't really have any complaints with that movie, and it touched me on such a deep and personal level.
