Bad guys with supertankers. Waterworld is low-key mainly down the taciturn lead character and the sheer isolation inherent in living on a planet-spanning ocean. Nevertheless, you don't get an idea of the scale of this as he's always bumping into people scattered in various settlements. Then thrust into the mix Dennis Hopper's cartoon bad-guy and it just ruins anything the film might have had going for it. What a waste of production design. The Spy Who Loved Me doesn't care so much. It's just there for fun and the chase. Classic bond villains, huge set-pieces, knowing double-entendres. Who cares what the plot is, watch the fights and explosions! The bad thing about this Bond is it made the mould that all the rest of Roger Moore's Bond films would try to fit, when it was really only going to be good this once. The Spy Who Loved Me wins.
