I'll go Notorious, but it's really really really close

Not very close for me. Marnie is good Hitchcock, Notorious is great Hitchcock, one of the absolute best in fact.
Many people say that Notorious is underrated, but I disagree. Most people I know that has seen it regard it as one of Hitchcock's greats. Marnie is the one that's underrated. Marnie for me.

Marnie stands no chance against Notorious which ranks amongst Hitchcock's top 5 as of now for me. It's an expertly crafted film that is able to combine multiple genres and sends the viewer on a non-stop thrill ride like all great Hitchcock films do. Marnie has a pretty solid second half but a lackluster first half, making for an average Hitchcock film.
