Cagney vs Cagney... Tom beats Cody any day, though.

Public Enemy. Easy one!

White Heat by a mile. The characters in White Heat are so much stronger, and there were so many great scenes. Cody's relationship with his mother is awesome. I felt like Public Enemy was more of a government message than a true gangster movie. And White Heat also has the much better dialogue including one of the greatest lines of all time. No competition here.

I'll agree with eaglesflyhigh. White Heat wins this matchup by a wide margin. There are some scenes with great cinematography in The Public Enemy, notably Cagney approaching the chemical plant in the rain. But White Heat is loaded with suspenseful moments, and The Public Enemy doesn't have near enough of those.
